Active defence measures sit on a spectrum. IP auto-blocking and tarpitting are straightforward and legal almost everywhere. Counter-hacking is a different matter: tracking intruders back to their own systems crosses into territory that is illegal in most jurisdictions, regardless of provocation.
Deception technology that makes attackers waste time, reveals their techniques, and generates early warning. None of it requires breaking the law.
The goal is making the environment look more interesting than it is.
