Office of Civil Surveys¶

A dimly lit municipal office with rows of neatly labelled filing cabinets, a large map of the city pinned to one wall with coloured threads connecting points of interest, and a single clerk at a desk making notes that are not about planning permission.

Officially within the Municipal Planning Commission. Concerned with routes, flows, and signal paths through the city. The name is accurate. Most of what it surveys is not land.
