The Department exists to ensure that Ankh-Morpork continues exactly as it is: crooked, functional, and very much still standing. It is the city’s defensive nerve centre, tasked with noticing problems before they become explosions, riots, or editorials.

They do not stop crimes. They stop patterns. They have core responsibilities, and are a blue team, whether they admit it or not.

Continuous observation (the “SOC”)

Yes, they have one. They do not call it a Security Operations Centre. They call it The Quiet Room. Here, clerks monitor the city’s signalling systems, semaphore traffic, guild communications, water flows, post-office oddities, and anything else that might blink when it should not. Alerts are triaged, correlated, and quietly dealt with, usually before anyone else notices.

Detection and analysis

The Department specialises in spotting anomalies:

  • Unusual signalling patterns

  • Repeated “coincidences”

  • Sudden interest in obscure infrastructure

  • Guilds asking questions they normally do not ask

If something looks accidental twice, it becomes suspicious. If it looks accidental three times, someone gets tea and a very long conversation.

Incident response and containment

When something goes wrong, the Department intervenes discreetly. No arrests. No headlines. No heroics. Just:

  • Systems restored

  • Messages redirected

  • Individuals persuaded to pursue different life choices

The goal is not justice. The goal is continuity.

Hardening and resilience

They quietly improve defences across the city:

  • Redundant signalling routes

  • Fail-safes that fail usefully

  • Manual overrides guarded by people who understand why they exist

Nothing is ever described as “secure”. It is described as “good enough for now”.

Threat modelling and wargaming

The Department continuously asks uncomfortable questions:

  • “What if someone clever got bored?”

  • “What if someone angry got organised?”

  • “What if someone rich got ideas?”

These scenarios are written down, filed, and occasionally acted upon pre-emptively.

Intelligence gathering (the polite term)

The Department gathers information. A great deal of it. Some of it without asking.

They monitor public communications, semi-private signals, and the spaces where secrets tend to leak when people assume nobody is listening. Officially, everything is above board. Unofficially, the Patrician has always maintained that ethics are easier to uphold when one knows the facts first.

The rumour that they gather intelligence “not only ethically” is, of course, unfounded.

It is merely incomplete.

Relationship with the Patrician

The Department does not report to the Patrician. That would imply distance. They are aligned.

The Patrician believes deeply in free will. He also believes in consequences, incentives, and offering people choices that are difficult to misunderstand. When talented individuals find themselves working for the Department, it is always because they decided that option was preferable to the alternatives presented.

Former hackers do feature prominently in the staff. They are not forced. They are recruited with realism. Their talents are appreciated, their past discretely ignored, and their futures made extremely stable.
